Research or analysis purposes, quantities < 10kg

Annex I chemicals imported or exported for the purpose of research or analysis purposes, provided the quantities do not exceed 10kg are exempt from the provisions of the Regulation 689/2008 under Article 2.2(i). A special administrative procedure has been set up to facilitate exports that are exempt. This procedure is called the ‘Special Reference Identification Number (RIN) procedure’.

Under the Special RIN procedure:

• The exporter should check if Article 2.2(i) applies to the export.
• If so, the exporter should fill out a Special RIN application form and send to the Designated National Authority (DNA) in the Member State in which the export declaration will be lodged, at least 30 days before the date of export of the chemical.

The exporter will then:

• Receive a Special RIN from the DNA
• The RIN provided by the DNA should be placed in Box 44 of your Single Administration Document (SAD), or corresponding data element in your electronic export declaration, for presentation to Customs Authorities
