Registration & pre-registration

Under REACH each manufacturer and/or importer (from outside the EU) of substances at 1 Tonne or more per year and producer/importer of articles (containing substances intended to be released), is required to submit a registration dossier to the European Chemicals Agency (ECHA) since the 1st June 2008. Registration requires those responsible for manufacturing or importing chemical substances in the EU to collate information on the hazardous properties and known uses of substances and further requires recommendations to be made for the safe use of the substances that are placed on the market.

Did you know? If you are manufacturing or importing a substance at less than 1 tonne per year and placing it on the market you could have an obligation to notify the substance to the Classification and Labelling Inventory under CLP.

Under REACH manufacturers/importers (M/I) or OR of certain substances, known as ‘phase-in’ substances were entitled to submit a pre-registration for their substances between 1st June and 1st December 2008. The potential registrant could then avail of extended registration deadlines for these substances depending upon the hazardous nature and the tonnage band of the substances. For first time Manufactures or Importers the possibility to pre-register still exists.

Inquiry

Every potential registrant of a substance (that has not pre-registered that substance) must inquire to ECHA as to whether a registration has already been submitted for the same substance. Any Company wishing to register a substance must wait for the outcome of the inquiry before submitted a registration to ECHA.
