Duty to inquire

Potential registrants must submit an inquiry to ECHA to determine whether another registration has previously been submitted for the same substance. In addition, they have to inform ECHA of their information needs so that the available data can be shared among the registrants of the same substance. ECHA assess the inquiry and facilitate contact between the potential registrant and other registrants of the same substance in order to enable data sharing. Potential registrants must wait for the result of the inquiry before submitting the registration dossier or starting any tests on vertebrate animals. The inquiry dossier must include enough information to allow the correct identification of the substance so that ECHA can determine whether the same substance has previously been registered or whether there are other inquirers for the same substance, and so potential registrants are advised to pay particular attention to the substance identity information they provide.
