Safe Plan of Action (SPA) – Overview

The Safe Plan of Action (SPA) is a construction safety document used to plan work safely before it starts.
It helps identify risks, decide how work will be carried out safely, and make sure everyone involved understands their role. 

The SPA is used on construction sites to:

  • Prevent accidents and injuries
  • Identify hazards linked to specific tasks
  • Set out clear safety controls
  • Improve communication between workers, supervisors, and contractors.

What the SPA includes

The document is completed in five clear steps:

  1. Task information
    Details of the job, location, date, company, and supervisor responsible for the work. 

  2. Permits
    Identification of any permits required, such as for digging, live electrical services, confined spaces, or hot works.

  3. Personal Protective Equipment (PPE)
    Selection of the correct safety equipment needed for the task, such as helmets, gloves, boots, eye or respiratory protection. 

  4. Task risk assessment
    A step‑by‑step description of the task, the hazards involved, and the control measures put in place to reduce or remove risks.

  5. Sign‑off and supervision
    All workers involved must sign the SPA to confirm they understand it. Supervisors check and sign the plan daily to ensure it remains suitable and up to date. 

Who is responsible?

  • Contractors, Project Supervisors Construction Stage must ensure work is coordinated, planned and managed.
  • Workers must follow the plan and sign to confirm understanding.
  • Supervisors must brief the crew, monitor the work, and update the SPA if conditions change.
