Safety Alert - Passenger Lifts installed by Ellickson Engineering Ltd
The Health and Safety Authority (The Authority) wishes to alert owners / operators of lifts installed by Ellickson Engineering Ltd (no longer trading; currently in receivership since 2011), to carry out checks to ensure the lifts have been installed as required under the legislation.
The Authority advises that the passenger lifts marked with the number CE490 may not have been designed and/or installed in compliance with relevant legislation as CE490 is not a valid notified body number. See photograph below.
There are a number of other situations where passenger lifts installed by Ellickson Engineering Ltd (no longer trading) require attention. The Authority recommends that owners / operators of lifts installed by Ellickson Engineering Ltd should take appropriate action as listed below.
1. Notified Body number CE 490
In cases where a lift has been installed and marked CE490 the owner / operator should:
(a) Engage the services of a suitably qualified engineer to check if the lift installation complies with all the essential health and safety requirements of Annex 1 of the Lift Directive as per Lift Regulations (S.I. 246 of 1998).
(b) A notified body should be engaged to carry out tests on the lift as would be required ‘before putting the lift into service’.
(c) The notified body should issue a test certificate on satisfactory completion of the tests.
2. Notified Body number not displayed
In cases where a lift has been installed by Ellickson Engineering Ltd that does not have a notified body number displayed, the owner / operator should:
(a) Engage the services of a suitably qualified engineer to check if the lift installation complies with all the essential health and safety requirements of Annex 1 of the Lift Directive as per Lift Regulations (S.I. 246 of 1998).
(b) Confirm that the lift was installed and tested by a notified body or under a production quality assurance approved by a notified body in compliance with the required legislation at time of installation.
(c) If (b) above cannot be confirmed, a notified body should be engaged to carry out an inspection and tests on the lift as would be required ‘before putting the lift into service’.
(d) The notified body should issue a test certificate on satisfactory completion of the tests.
3. CE Marked with a different Notified Body number
In cases where a lift has been installed by Ellickson Engineering Ltd that is CE marked and displaying a different notified body number to CE490, the owner / operator should:
(a) Engage the services of a suitably qualified engineer to check if the lift installation complies with all the essential health and safety requirements of Annex 1 of the Lift Directive as per Lift Regulations (S.I. 246 of 1998).
(b) Confirm with the notified body concerned, that the lift has been installed and tested by that notified body or under a production quality assurance approved by a notified body in compliance with the required legislation at time of installation.
(c) If the notified body cannot be confirmed, 2(c) &(d) above should apply.
In cases where 1 above applies, or should there be any concerns about the compliance of the lift, the owner / operator should notify the HSA:

The Authority is also advising any economic operators, such as lift installation companies, lift maintenance companies, lift surveying companies/engineers etc., if they come across lifts with the CE490 marking, or lifts installed by Ellickson Engineering Ltd which are of concern, to bring this alert to the attention of the lift owner, and to immediately inform the Authority.
