The Classification and Labelling Inventory

The Classification and Labelling Inventory (C&L Inventory) contains classification and labelling (C&L) information for substances on the European market. It includes the EU-harmonised classifications as listed in Table 3 of Annex VI to the CLP Regulation, as well as classifications submitted by companies as part of CLP notifications and REACH registrations.

Notification to the C&L Inventory

Manufacturers and importers are required to notify ECHA of the classification and labelling of substances placed on the EU market when they:

  • Manufacture or import a substance that is subject to REACH registration or that is classified as hazardous, irrespective of the quantity; or
  • Import a mixture which contains a substance that is classified as hazardous and is present above the relevant concentration limit, which results in the classification of the mixture as hazardous according to the CLP Regulation; or
  • Import an article containing substances subject to registration under Article 7 of REACH.

The notification must be submitted within one month from placing the substance on the market. Notifications are submitted electronically through REACH-IT. There is no requirement to notify the substance if the same information has already been submitted as part of a registration under REACH by the same actor.

Only representatives appointed for the purposes of REACH registration may submit a group notification on behalf of EU importers, but they cannot take over the obligations of the importers that are part of the group. If the non-EU manufacturer does not want to disclose the composition of their substances or mixtures to their EU importers for confidentiality reasons, they may appoint one of the importers to notify on behalf of the other importers.

Information to be notified 

  1. Name and contact details of the notifier placing the substance or substance in a mixture on the market
  2. Identity of the substance, including the name, information on composition, molecular and structural formula and amount of additives
  3. Classification of the substance
  4. In cases where a substance is classified in some, but not all hazard classes, the reason for no classification must be provided, indicating whether it is due to lack of data, inconclusive data or data which is conclusive for non-classification
  5. Specific concentration limits or M-factors, where applicable
  6. The label elements and any supplemental hazard statements

This information will be included in the C&L inventory.

  

Confidentiality

As of 1 July 2026, CLP Article 42 requires that the name of each notifier be made publicly available on the C&L inventory. In the case of a group notification, the name of the notifier submitting the information on behalf of the group will be published. Companies may request their name be kept confidential if a justification on why its publication could be harmful for their commercial interests can be provided. The justification must be submitted as part of the IUCLID dossier.

Companies may request the IUPAC name of substances to be kept confidential, if the substance is only used as one or more of the following:

  • An intermediate
  • In science and research development
  • In product and process orientated research and development.
