National Authorisations
The competent authority may issue a national authorisation under Regulation 5(4)(a) to permit a participant or participants of the ADR to carry out transport operations of dangerous goods within the State under conditions different from those laid down in the ADR or national regulations, provided that those transport operations are clearly defined and limited in time.
They are usually initiated by the consignor or carrier, and must specify the nature, justification, control measures, conditions and duration of the authorisation.
Requests for a national authorisation may be made by completing a form of application, which can be emailed to the Authority at contactus@hsa.ie.
Note: Prior to the publication of the European Communities (Carriage of Dangerous Goods by Road and Use of Transportable Pressure Equipment) (Amendment) Regulations 2025, S.I. No.261 of 2025, national authorisations were provided as CA Exemptions, and are thus listed as such in the table below until their date of expiry. From the date of publication of S.I. No.261 of 2025, national authorisations will be listed as NA XX/20XX as required.
